Will Cullen serves as Program Manager, Leadership Programs at the George W. Bush Institute. In this role, he manages the Stand-To Veteran Leadership Program, which focuses on developing the leadership skills of veterans and those who serve them and their families.

Before joining the Bush Institute, Cullen consulted with startup edtech companies and served as Director of Program at the ASU+GSV Summit, where he led the team responsible for curating content and speakers for the annual event. Previously, he worked at Teachers Pay Teachers (TPT), where he developed programs to drive product adoption and aligned marketplace offerings with the evolving needs of K–12 educators. Earlier in his career, Cullen served as Senior Outreach Director at Educators for Excellence (E4E), organizing and training New York City public and charter school teachers to advocate for impactful education policies. He began his career as a 7th grade English Language Arts teacher and Teach For America corps member in Dallas ISD.

A New Jersey native, Cullen earned a master’s degree in education policy from Teachers College, Columbia University and a bachelor’s degree in communication and rhetoric from Villanova University. He lives in East Dallas with his wife and two children. He enjoys spending time outdoors with his family and volunteering in the Dallas Independent School District and education-focused organizations.
